Full tournament management is in the web app. Tournament matches still stay inside the FairUpGG world: on Android they can be seen as regular matches while advanced mobile tournament tools come later.
Local discovery is available, but it is not the center of the experience: FairUpGG is first of all about organizing your own group better. If you are missing someone or want to expand the network, you can open a match to nearby requests.
